Position Title : Lead - Policy & Regulatory


Sector - Energy


Business / Function - Renewables energy


Department / Sub Department - Policy and Regulatory


Location - New Delhi ( Openness for Pan India)


1. JOB PURPOSE:


- Keep a close track of Open access (Third party and Captive) Policy and Regulatory developments, analyze notification/judgements across states in C&I space and ensure our interest is protected / represented via. Timely inputs to relevant internal / external stakeholders, via various Wind / Solar / CII industry associations. Working closely with Central Policy Advocacy team


2. ORGANISATIONAL CHART:


Lead Policy & regulatory will be now directly reporting with CBO. Later he will be reporting directly with the Head for BD & Policy-Regulatory


3. KEY ACCOUNTABILITIES:


Accountabilities & Key Performance Indicators:


Regulatory & Policy Analysis:


Track and analyse central and state-level renewable energy policies, regulations, and amendments from:


- Ministry of Power (MoP), Ministry of New & Renewable Energy (MNRE), Central Electricity Regulatory Commission (CERC), State Electricity Regulatory Commissions (SERCs)


- Power Grid Corporation of India (PGCIL), State Load Dispatch Centres (SLDCs), Renewable Energy Implementing Agencies (SECI, NTPC, NHPC, etc.)


- Green Open Access Rules, ISTS Waiver, RPO/REC Mechanism, Electricity Act Amendments, PLI Scheme, ALMM, BCD, and other key regulations


- Deep understanding of the latest FDRE (Firm & Dispatchable Renewable Energy), Round the-Clock (RTC), and Battery Energy Storage System (BESS) tenders at both the central (SECI, NTPC) and state level.


- Prepare policy briefs, white papers, and regulatory impact assessments for internal decision-making.


- Regulatory Tracking - Provide timely updates on central and state-level renewable energy policies and amendments.


- Policy Impact Assessment-Develop and present regulatory impact analyses for internal decision-making.


- Market Intelligence Deliver periodic insights on FDRE, RTC, and BESS tenders at central and state levels.


Compliance & Regulatory Approvals:


- Ensure compliance with CERC/SERC regulations, grid codes, open access, and forecasting & scheduling frameworks.


- Manage regulatory filings, petitions, and approvals related to:


- PPAs (FDRE, RTC, BESS, Hybrid, Open Access, Captive, Merchant models) Transmission connectivity, ISTS exemptions, deviation settlement mechanisms (DSM) ; Long-term Access (LTA) and Medium-term Open Access (MTOA) approvals.


- Liaise with discoms, SLDCs, RLDCs, and transmission authorities to ensure smooth project execution and power evacuation compliance. Regulatory Compliance Ensure 100% adherence to CERC/SERC regulations, grid codes, and open access requirements.


- Approval Management-Secure timely regulatory approvals for PPAs, transmission connectivity, and open access processes.


- Stakeholder Coordination-Maintain seamless engagement with DISCOMs, SLDCs, RLDCs, and transmission authorities for project execution.


Advocacy & Stakeholder Engagement:


- Represent the company in industry forums, regulatory hearings, and stakeholder consultations with CERC, SERCs, MNRE, SECI, NTPC, and other government agencies.


- Maintain strong relationships with key policymakers and regulatory officials in MNRE, CERC, SERCs, PGCIL, SECI, and state energy departments.


- Engage with industry bodies like IEEMA, CII, FICCI, NSEFI, and IESA to influence policy development in favor of renewables.


- Work with legal and commercial teams to draft and negotiate regulatory submissions, appeals, and dispute resolutions.


- Industry Representation-Participate in key regulatory hearings, industry forums, and stakeholder consultations.


- Policymaker Engagement-Maintain active relationships with key regulatory officials and government agencies.


- Policy Influence - Contribute to policy discussions through industry bodies and support regulatory submissions.


Market Intelligence & Strategic Advisory :


- Provide strategic inputs on policy developments, tender structuring, and regulatory risks for FDRE, RTC, BESS, and large-scale hybrid projects.


- Evaluate the impact of emerging RE+Storage regulations.


- Develop regulatory risk mitigation strategies for captive, open access, merchant, and hybrid energy projects.


- Provide regular assessments of policy developments, tender structures, and regulatory risks.


- Regulatory Impact Analysis-and their business implications.


- Risk Mitigation Strategies


4. INTERACTIONS:


External :


- Stakeholders in Renewable space (Government agencies and private players, Regulatory bodies etc.


- Project development and execution teams.


- Central, state and Local government bodies and authorities, Ministries , bureaucrats, officials and Ministries respectively


Internal:


- CBO, Functions and Departments W/I Renewables.


- All the internal functions in Renewable/Energy sector, Deep collaboration with policy advocacy and corporate relations of the Energy sector.

6. SKILLS AND KNOWLEDGE:


Educational Qualifications:


- LLB / LLM / B.Tech / M.Tech / MBA (Power Management, Energy Law, Public Policy)


- Experience working with regulatory bodies, power utilities, RE developers, or government agencie


Relevant and total years of Experience:


- 10-15 years in policy, regulatory affairs, and compliance in the renewable energy sector

Industry Preference


- Renewable Energy (Solar, Wind, Hybrid, BESS), Power Utilities, Energy Consulting, Regulatory Bodies, Government Affairs


Technical & Functional Skills:


- In-depth knowledge of renewable energy regulations (solar, wind, hydro, green hydrogen, storage, hybrid projects)


- Expertise in electricity markets, power trading, RPO/REC, ISTS charges, DSM, and OA rules


- Strong understanding of FDRE, RTC, and BESS tender guidelines, financial structuring, and regulatory challenges


- Experience in handling regulatory petitions, appeals, and hearings at CERC/SERCs


- Proficiency in legal & regulatory documentation, policy analysis, and government relations


- Existing strong connects with policymakers, regulators, and key decision-makers in MNRE, CERC, SERCs, SECI, NTPC, and state governments


Soft Skills:


- Strong stakeholder management & relationship-building skills


- Excellent communication & representation abilities (public speaking, policy writing)


- Strategic thinking & problem-solving mindset


- Ability to work in a fast-evolving regulatory landscape
